For Russia this is a war of conquest, hence using nukes over the land they wish to control makes little sense. Especially when these countries are neighbours.

This will also work heavily against their own propaganda efforts, where they portray themselves as liberators. And all statements, like US was the only country to use nukes will loose any effect. Moreover, their might loose all their current allies (well except of North Korea maybe) as well as supporters and sympathisers.
